1. (SBU) DCM raised the Kosovo recognition issue (reftel)
with Armenian Deputy Foreign Minister Arman Kirakossian on
Februay 10. Kirakossian said that Armenia's policy on the
issue remains unchanged -- the GOAM does not rule out
recognizing Kosovo at some point, but has no plans to do so
in the foreseeable future.
2. (SBU) Comment: Armenia's position on Kosovo recognition is
conditioned by its unresolved conflict with Azerbaijan over
Nagorno-Karabakh (N-K). Recognition of Kosovo by the GOAM
would create overwhelming popular pressure for Armenia to
recognize N-K, a move the Armenians understand would
precipitate an immediate crisis with Azerbaijan and end hopes
for a negotiated settlement. End comment.
