1. (C) On September 24, DCM delivered reftel demarche seeking
to expand the number of countries encouraging Iran to take
advantage of the P5 1 proposal to Deputy Foreign Minister
Arman Kirakossian. The DCM stressed the United States' and
international community's continuing concerns with Iran's
nuclear program, and Iran's continuing defiance of multiple
UN Security Council resolutions and its refusal to fully
cooperate with the IAEA. The DCM also highlighted our
continuing concerns over Iran's gross violations of human
rights, particularly those committed over the past few
months. The DCM urged Armenia to do what it could to engage
Iran on these issues, stating that as Iran's neighbor,
Armenia had a great stake in helping ensure that Iran becomes
a responsible member of the international community.
2. (C) Kirakossian thanked the DCM for the message and the
United States sharing its concerns with Armenia. He noted
recent media reports concerning Presidents Obama and
Medvedev's discussion of the Iran issue in New York, but was
noncommittal that Armenia would engage Iran as requested.
