1. (C) Ambassador delivered reftel demarche to Armenia's IMF
governor, Minister of Economy Nerses Yeritsian on April 16.
Ambassador then had a series of subsequent conversations in
recent days with Yeritsian and Foreign Minister
Nalbandian--while EconOff worked the issue at lower
levels--to persuade the GOAM to go along with our position.
The GOAM's initial plan had been to take no action.
2. (C) Foreign Minister Edward Nalbandian told Ambassador on
April 22 that the GOAM will participate in the votes in order
to provide a quorum, but will vote "abstain."
