¶1. (U) On April 22, Poloff delivered reftel demarche to
Prosper Boumba, Director of the Office of the United Nations
in the Ministry of External Relations. Boumba expressed his
satisfaction at the USG decision and stated that the Foreign
Ministry has already instructed its mission to vote in favor
of the United States.
