1. (SBU) Building on our ongoing discussion with the
Government of Namibia (Ref B),on June 19, Poloff delivered
Ref A demarche to Anne Mutelo Namakau, Deputy Director for
Africa in the Bilateral Affairs Division of the Ministry of
Foreign Affairs. Mutelo Namakau agreed that both sides must
return to the negotiating table. She suggested that at the
conclusion of the June 20 meeting, SADC would most likely
reiterate the messages conveyed in previous public statements
on the situation in Madagascar.
