1. (C) Poland appreciates the U.S. approach to the August 20
presidential elections in Afghanistan, as outlined in
President Obama's June 16 statement (reftel). Dominik Malek
of the MFA's Asia and Pacific Department told us that U.S.
views were similar to Poland's approach and paralleled the
policy statement issued at the conclusion of last week's EU
summit in Brussels. He added that the GoP strongly believed
that promoting transparent, democratic institutions in
Afghanistan was crucial to that country's long-term
stability. Malek said Poland had not considered issuing a
national statement along the U.S. lines since it had already
endorsed the EU position, but this could change.


2. (C) Turning to operational issues, Malek said Poles would
be included in the EU observer mission. Details were still
under discussion, especially regarding the number of
short-term versus long-term monitors, but Malek expected more
clarity within the next week. Looking ahead, FM Radoslaw
Sikorski planned to visit Kabul after the elections, though
timing was uncertain. In the meantime, Defense Minister
Bogdan Klich was the only senior Polish official likely to
visit the country prior to the elections, mainly to check on
Polish troops in Ghazni Province.
