(C) Dariusz Manczyk, Counselor in the MFA Department of the
UN and Human Rights, said that Poland will support the U.S.
candidate for the UN International Civil Service Commission
(ICSC) in response to Ref A points delivered on June 5.
Manczyk said he had not yet heard anything about the other
Western European and Other States Group (WEOG) candidates,
and that Poland would vote for Lucretia Myers because "first
come, first serve!" Manczyk also indicated that Poland would
nominate Eugeniusz Wyzner, a Polish official who currently
occupies a WEOG seat on the ICSC, for re-election in 2010;
Manczyk requested reciprocal U.S. support for this Polish
candidate next year; PolOff said he would convey this request
to the Department. (Note: As previously reported in Ref B,
Manczyk is one of the Polish MFA experts on the UN system,
but somewhat skeptical of oft-promised reforms.)
