(C) On February 18, EconOff delivered demarche (ref A) to
Witold Smidowski, the MFA desk officer for the Palestinian
Authority, and to Krzysztof Buzalski in the MFA's Department
of Development Cooperation. They stated that Foreign
Minister Sikorski had received a personal invitation to the
conference planned for March 2 from the Egyptian Trade
Minister. Smidowski said that the Poles would like to be
represented at the Minister level, and are working on
re-arranging Sikorski's schedule to make his participation
possible. The Poles hope for a "businesslike conference"
focused on aid, and hope the Egyptian hosts will not try to
force political questions onto the agenda. When asked about
a possible Polish pledge, Smidowski and Buzalski noted that
Poland and the Palestinian Authority recently signed an
agreement on development cooperation, and that in its 2009
assistance budget, the MFA has designated PLN 1.5 million
(about USD 430,000) for assistance projects, including
training about 30 police. The Poles have also provided EUR
230,000 to UNRWA for humanitarian assistance in Gaza (ref B).
Post will follow-up to confirm details of Polish
participation.
