1. (C) The GoP fully agrees with the approach outlined in
reftel, according to MFA Iran desk officer Piotr Kozlowski.
Poland continues to support full, comprehensive, and
transparent negotiations between P5 plus 1 members and Iran.
In bilateral exchanges with Iranian officials, the GoP will
stress the importance of engaging in a genuine dialogue and
encourage Iran to address the concerns of the international
community. The Poles will urge Iran to respond
constructively to IAEA inquiries in order to dispel doubts
about Tehran's nuclear intentions. Kozlowski added that
Poland will urge Iran to take a less confrontational approach
to Western criticism. Although Warsaw was trying to look
positively at the upcoming talks on October 1, he described
the mood in his department as "pessimistic." Kozlowski
thought the talks would not result in significant movement
because Iranian authorities had little political room for
maneuver.
2. (U) The MFA issued a statement September 25, noting that
it was monitoring the existence of previously unknown Iranian
nuclear installations "with utmost attention and concern."
The statement called upon Iranian authorities to cooperate
fully with the IAEA, to furnish information about all aspects
of Iran's nuclear program, to comply with all relevant
international regulations and UN Security Council
resolutions, and to clarify all doubts concerning its nuclear
program during the negotiations with P5 plus 1 countries.
