We delivered reftel points December 2 to Julius Rakitskis,
head of the MFA's Human Rights Division. He said he would
share the information with colleagues in Geneva, and that
Lithuania, which shares our concerns about human-rights
abuses in the DPRK, also saw the Universal Periodic Review on
North Korea as a potential positive sign. There was no
further substantive response.
