(S) On February 13 Post forwarded a list of the GOL's questions regarding Guantanamo detainees under consideration for resettlement in Lithuania (ref A). GOL officials thanked us May 8 for bio information already provided and passed a list of questions that are still outstanding at this time. Post requests expedited assistance to respond to these questions in order to move forward with transfer negotiations. ¶2. (S) The questions below are numbered according to the original list of questions sent in ref A. Some of the questions have been slightly updated based on new translations by the GOL (note internal numbering). 1g) Threat level - What is the U.S. threat assessment of these persons? 1i) Does he have experience in military or terrorist operations? 1m) Does this person appear to be religious, is any Islamic inclination known /or does he propagate or hold an ideology? 1n) Is the person aggressive (prone to fighting)? Did the person have any kind of problems during his time in Guantanamo (for example, protesting, hunger strike or similar)? 1o) Is anything known about his world view, is it a radical view / perspective (for example: does he support jihad),how does he view Western culture, life, etc? 1s) Is he the head of a family? If yes, how many family members, their personal data, does he intend to invite them to Lithuania? Does he plan to invite other persons to live in Lithuania? Note: We think "other persons" refers to extended family members. End note. Where are the family members at this time? 1t) Health condition (both physical - especially regarding infections disease - and psychological) 1z) Does he know how to drive? Does he have proof (drivers license)? ¶3. What kind of status would Lithuania have to give them (asylum or residence permit)? Note: "Asylum or residence permit" is updated language. End note. What in general would be their status in Lithuania - would they be recognized as citizen of a given country or as a stateless person? ¶4. What commitments from Lithuania or requests of Lithuania does the U.S. have concerning these persons? Note: This is a slightly different question than originally posed. End note. ¶5. What commitments should Lithuania take regarding these people? ¶6. What kind of security and preventive measures (some kind of limits on rights or freedoms) would need to be taken with respect to these people? Would it be advisable to implement continual secret surveillance? For how long? For the entire time in Lithuania or a specific time period? ¶7. How or should Lithuania react if these people later decide to leave the country? ¶8. Should Lithuania implement some kind of de-radicalization, adaptation and integration program? ¶9. Once Lithuania has accepted these people, what do you believe will be the reaction of their home country? Has the home country made any attempts to bring them back? Note: Slight change from question originally posed. End note. Is there any country that seeks to extradite these people? ¶10. What kind of support (finance, technical, other),if any, can Lithuania expect from the U.S. concerning the acceptance, adaptation, and surveillance of these people? LEADER
