1. Econoff delivered points in ref A to MFA Department of
Economic Affairs Director General Latsamy Keomany. Mr.
Latsamy agreed the planned 200% general capital increase was
a good idea, and also agreed anti-corruption measures were
useful, although hard to implement. Mr. Latsamy promised to
share the information in the demarche with the Ministry of
Finance, which is the lead agency for decisions regarding the
Asian Development Bank. Mr. Latsamy believes the Government
of Laos will support the capital increase; he was unable to
speak to the likelihood of supporting the reform agenda.
