(C) Polchief discussed reftel points August 5 with Alexander
Marschik, MFA Director for Disarmament, Arms Control, and
Non-Proliferation. Marschik said he understands the
importance of having more Missile Technology Control Regime
partners make presentations at the Information Exchange, and
favors the idea of a GOA presentation. However, he said, the
Economics Ministry has the necessary expertise within the GOA
to make such a presentation, and officials there have
consistently declined when the MFA has encouraged them to do
so. Marschik said he would again encourage colleagues at the
Economics Ministry to prepare a presentation, but was not
optimistic about the response. He said the MFA
non-proliferation unit is understaffed, and would not have
the time to research and prepare a presentation using
information from the Economics Ministry. Marschik said that
if, in the future, the USG had a specific issue that it
believed the GOA should address, he would be willing to raise
it with colleagues at the Economics Ministry in effort to
persuade them to cooperate.
