Political Director Stefan Lehne June 8. Lehne responded
positively, emphasizing that Austria also agreed that the
necessary dialogue on the Russian proposal must be based on
the comprehensive concept of security, take place within the
OSCE framework, and reject any return to spheres of
influence. Austria, he said, was also happy with the
existing security architecture and saw no need for a major
renegotiation of that structure. It would, however, remain
open to dialogue. Lehne also reacted positively to the U.S.
idea of an "agenda for dialogue" in each of the three
Helsinki baskets. He indicated general Austrian support for
the ideas for the agenda raised by the U.S., noting
particularly the need to develop better mechanisms to address
"protracted" conflicts.
