REQUIREMENTS AND LASP LETTER

REF: (A) STATE 13462 (B) STATE 13182 (C) VIENNA 89

1. Econ/Pol Counselor met Feb. 13 with MFA Director for
Justice and Home Affairs, Dr. Johann Brieger, to relay the
information/requests in Reftels A and B.

2. 9/11 Requirements Consultations: Brieger said that, based
on preliminary consultations within the GoA, the proposed
dates (March 23-24) were acceptable. He will provide formal
concurrence after confirming the dates with the other
concerned agencies. He also welcomed the presentation on the
TSC and data protection, saying it would be of great help to
the Data Protection Council in preparing questions for the
U.S. delegation. He also agreed that the Council should
provide a list of questions in advance of the consultations,
so as to make them maximally useful. Brieger accepted the
U.S. proposal for expert consultations on both HSPD-6 and
PCSC agreements following the discussions on data protection
(possibly the morning of March 24). Embassy and MFA will
consult on an exact schedule for the consultations once the
delegation's travel schedule is available.

3. LASP Letter: Brieger reviewed the draft text of the LASP
diplomatic note and, based on his preliminary discussions
with the MoI, had no substantive concerns. He asked for some
time to review the text for any non-substantive corrections
specific to Austria that may be required. Embassy will
report any proposed changes to Department before transmitting
the note. Brieger said he thought the review of the draft
text should take no more than a week.
