TROIKA VISIT

Polchief discussed reftel points December 3 with Bruno Bilek,
MFA Deputy Director for East Asia and the Pacific. Bilek
said the GOA fully shares USG views regarding the human
rights situation in Burma and the 2010 elections. He said EU
leaders agreed on December 1 to seek a Troika meeting with
representatives of the Burmese regime and (separately) with
Aung San Suu Kyi. A Troika visit to Burma, if accepted by
the Burmese regime, would be designed to lay the groundwork
for a follow-on visit at a higher level, possibly the Foreign
Minister or Deputy Foreign Minister level, he said. Ideally,
a follow-on meeting would include Senior General Than Shwe,
he said.
