SUBJECT: OFID, Austrian Government Undecided On IDLO Director

1. Post conveyed ref A talking points to Austria's Ministry of
Foreign Affairs (MFA) and to OPEC Fund for International Development
(OFID) through the office of Director General Suleiman Al-Herbish.
2. An Austrian MFA rep (Mr. Georg Diwald) told us the GoA has not
made a decision on the IDLO director general election and that EU
members are caucusing with the goal of reaching a consensus
position.
3. In addition, Post provided OFID with supporting materials (ref B
-- note that OFID indicated Mr. McInerney had already provided those
materials directly). We followed up with OFID Senior Counsel Hanno
Scheuch, who said that OFID "is in the process of making up its
mind" and cannot indicate its preference at this point. The final
decision will be made next week by Director General Al-Herbish (who
is currently on a business trip).
