1. (C) Per Ref A, Amb. Eacho pursued Austrian participation
in the Kosovo ICJ oral hearing in an Oct. 2 conversation with
Austrian PolDir Stefan Lehne. Lehne reported that, though
Austria had signed up to participate, divisions remained
within the Ministry and that a final decision had not yet
been made. Amb. Eacho briefed Lehne on the U.S. analysis of
the count (per Ref B),of which Lehne was unaware. Lehne,
whom Ambassador sensed personally favors participation, said
this information would be very useful to him in briefing the
case with the Minister and that he believed the eventual
decision would be in favor of participation.
2. (C) Department may wish to follow this conversation up
with contact with the Austrian Ambassador in Washington to
reinforce USG interest/concern.
