On September 30 Bilek replied that the GOA fully supports the U.S. Burma policy review conclusions, which are consistent with Austrian positions. The GOA agrees that sanctions should not be the only issue on the agenda for Burmese relations with the West. GOA officials are skeptical about the effectiveness of sanctions, and oppose trade sanctions, which they believe harm the general population rather than the regime. The GOA also believes the West should put more emphasis on persuading China and the ASEAN countries to put pressure on the Burmese regime to reform, Bilek said. EACHO
