E.O. 12958: DECL: 02/03/2019
TAGS: UNSC PREL GG AU
SUBJECT: GEORGIA/UNOMIG: AUSTRIA OPPOSES RULE 39 ABKHAZ
PARTICIPATION, BUT WOULD SUPPORT "ARRIA-STYLE" MEETING
REF: STATE 9400
Classified By: Charge d'Affaires Scott Kilner for reasons 1.4 (b) and (
d)
Charge' contacted MFA Political Director Stefan Lehne
February 3 to convey USG opposition to any meeting with the
Abkhaz separatists. Lehne told Charge that he had already
discussed the meeting question with PermRep Thomas
Mayr-Harting. Austria would oppose the admission of Abkhaz
separatists under Rule 39 as "going too far", but would agree
to an "Arria-style" meeting as an alternative. Lehne said
Austria was very interested in a technical rollover of
UNOMIG, and it considered a compromise "Arria-style" meeting
a "small price to pay." As far as the timing of such a
meeting, Austria did not have a position but Lehne thought
they would be flexible. Post will report further
developments via septel.
