The Charge and Poloff met August 17 with IOM Vienna Head Andreas Hallbach and other IOM staff. Hallbach informed the Charge about the IOM's intention to invite Secretary Clinton and Anti-Trafficking Coordinator Luis CdeBaca to the upcoming EU Ministerial Conference "Towards Global EU Action Against Trafficking in Human Beings," which will take place on October 19-20, 2009 in Brussels. At the meeting, ministers of EU member states and other nations such as Russia, Brazil, and Thailand will meet to draft an action plan against global human trafficking. The project is sponsored by the European Commission in coordination from the Swedish Ministry of Justice and IOM. ¶2. Charge promised to pass information on the conference to Washington. He asked whether attendees would include primarily FMs, or Justice and Interior ministers. Hallbach replied that so far mostly Interior ministers had confirmed. EACHO
