SUBJECT: CODEL ROHRABACHER ON CONTACTS WITH PKK

(S) Rep. Dana Rohrabacher (R-CA),in Vienna August 12-15 for
consultations with UN agencies, reported briefly on meetings
he held the evening of June 12 with unidentified PKK
representatives. Rohrabacher reported that he was told the
PKK plans to put forward a proposal for a comprehensive
settlement in approximately 10 days time. The proposal would
involve the complete disarmament of the PKK in return for a
full amnesty by Turkey and the opportunity for former PKK
persons to participate in political life. Rohrabacher said
he intends to consult Kurdish regional officials in Irbil on
the PKK proposal at the start of next week; he added he would
advise Secretary Clinton of the results of his consultations
at the conclusion of his travel.
