1. (SBU) The Vatican welcomes the U.S. candidacy to the UN
Human Rights Council. For the Secretariat of State's point
person on human rights, Monsignor Christophe El-Kassis, it is
another positive sign of the new administration's commitment to
multilateralism and dialogue. While the Holy See, as a UN
observer, does not have a vote, El-Kassis noted that it follows
human rights closely and appreciated A/DCM sharing the ref.
