¶3. (SBU) Reporting questions, following requesting cable
numbering:
--23 A. There is no documentation of trafficking in persons in
Vatican City State. Vatican City State is just 0.17 square
miles, located within the city of Rome, and has a population of
about 800. Its purpose is to provide the Holy See (the
universal government of the Catholic Church) a sovereign and
independent enclave from which to operate freely. The resident
population is comprised of Roman Catholic clergymen, monks, and
nuns; Swiss Guards; and a small number of support personnel.
Reliable sources report that there is no trafficking related
activity in Vatican City State.
--23 B. There is no trafficking of persons in Vatican City
State.
--23 C,D,E: N/A
--24 A. No, TIP is not a problem in Vatican City State.
--24 B. The Holy See's Pontifical Council for Migrants and
Itinerants has the lead on TIP by providing moral and doctrinal
guidance to Catholics around the world on the issue. Other
agencies focused on TIP include the Holy See's Secretariat of
State (MFA) and the Pontifical Council for Justice and Peace.
These offices manage the narrower foreign policy and social
justice elements of TIP for the Catholic Church, and contribute
to its moral/conscience guidance for the wider international
community. In addition, Catholic religious orders and social
service organizations provide assistance to TIP victims.

State has a complicated legal system based in part on Italian
law, its own laws as defined by the Holy See, and the Canon Law
of the Roman Catholic Church. Where Vatican City State has not
enacted laws on a specific issue (e.g., TIP),Italian law may be
applied.

--27. A. The Holy See, which oversees Vatican City State,
provides moral and doctrinal guidance condemning TIP as a grave
sin and a crime against human dignity. It has been a consistent
international voice drawing attention to TIP, its victims and
its social consequences.
