1. (C) On September 21, in a hastily scheduled meeting at
the President of the General Assembly's (PGA) request, PGA
Ali Abdussalam Treki asked Ambassador Rice, in her capacity
as Security Council President for the month of September, for
her views on what kind of cooperation and consultation there
could be between the Security Council and the General
Assembly. He said that the Austrian Perm Rep had raised the
issue with him. He noted that he did not have anything
formal to propose, would welcome ideas, but was raising the
matter formally in principle.
2. (C) Ambassador Rice responded that the two bodies are
quite separate, per the Charter. She agreed to reflect upon
the matter and discuss it with her fellow Council members,
noting, it would not happen under the U.S. presidency as
there would be only three more meetings of the Council this
month before Vietnam takes over in September.
3. (C) Treki responded that he specifically wanted to begin
the discussion while the United States was Council President.
He said that he hoped to find some way that there will not
be "contradictions" between the two bodies. Ambassador Rice
responded that it is the nature of the two bodies to allow
difference of view or even contradictions between the two.
Treki ended by saying that he hoped for a meeting monthly and
to have the two "bureaus" meet as well. (Note: Treki was
not specific as to whether he hoped for a meeting with the
Security Council President each month, as is the custom, or
specifically with the U.S. Perm Rep. End note.)
