SUBJECT: INSCRIPTION OF ADDITION ITEM IN AGENDA OF
SIXTY-THIRD SESSION OF UNGA--THE SCOPE AND APPLICATION OF
THE PRINCIPLE OF UNIVERSAL JURISDICITON
1. (U) This is an action message. See para 3.
2. (U) The General Committee met today on a proposal by
Tanzania to add an additional item in the agenda of the
sixty-third session entitled &The scope and application of
the principle of universal jurisdiction.8 This represents a
compromise between the African Group, which initially wanted
a resolution in this session on the subject, and the EU,
which opposed discussion of it. Once the General Assembly
decides to inscribe the item, which is scheduled to occur the
morning of July 28 in plenary, a draft decision will be
introduced for consideration which reads: &The General
Assembly decides to include in the agenda of its sixty-fourth
session the item entitled Scope and application of the
principle of universal jurisdiction, and recommends that it
be considered by the Sixth Committee.8 Thus, discussion
will be delayed until the sixty-fourth session, and will be
handled through the Sixth Committee. USUN recommends joining
consensus.
3. (U) Action requested: Please provide guidance for
plenary session tomorrow morning at 10.
