1. (C) Ambassador Wolff on July 21 delivered demarche points
(reftel) to Konstantin Dolgov, the Russian Deputy Permanent
Representative. Dolgov said the position of the Russian
mission in New York remained unchanged, i.e. Russia could not
accept the addition of the G8 Global Partnership, Australia
Group, and Organisation Internationale de la Francophonie to
the invitation list for the 1540 Comprehensive Review.
Dolgov, who said the Russian Mission still has no explanation
for Moscow's position, undertook to report our demarche to
Moscow and recommended the best way to gain reconsideration
of the matter was to press the matter directly with Anatoly
Antonov, Director of the Russian MFA Department of Security
and Disarmament (DVBR),and Sergey Ryabkov, Deputy Foreign
Minister, who are the decision-makers on the issue.
2. (SBU) USUN also delivered demarche points to Austria,
Australia, France, the U.K. and Italy at the expert level.
Australia was most enthusiastic about a joint demarche and
for pressuring Russia to accept the expansive list.
Consensus emerged, however, that bilateral demarches were
preferable at this stage and that each EMBASSY in Moscow
should focus specifically on those organizations of direct
concern to them. Delegations also noted the urgency of
issuing the invitations soon to the 1540 Comprehensive
Review, scheduled for September 30 - October 2.
