(SBU) SUMMARY: On July 16, the DPRK Sanctions Committee ("1718 Committee") unanimously approved a package of new sanctions designations, which included five entities, five individuals, and two technical items linked to DPRK's nuclear and ballistic missile programs. The Committee acted in response to a tasking from the Security Council, contained in resolution 1874, to make such designations in light of the DPRK's May 25 nuclear test. After the Committee approved the package, the Chair announced the designations to the press and highlighted the Committee's "unity and resolve" in the face of a critical threat to international peace. The Committee's focus will now shift to implementing its newly-adopted Program of Work and establishing a Panel of Experts (POE) to monitor and improve sanctions implementation. END SUMMARY. COMMITTEE REACHES CONSENSUS -------------- ¶2. (SBU) On July 16, the Security Council's DPRK Sanctions Committee ("1718 Committee") unanimously approved a package of new sanctions designations, including five entities, five individuals and two technical goods that are linked to the DPRK's nuclear and ballistic missile program (see para 7). The Committee took this action in response to a tasking from the Security Council, contained in resolution 1874, to make new sanctions designations in light of the DPRK's May 25 nuclear test. The final package included items from the joint U.S./UK/France/Japan designations proposal submitted to the Committee on June 19. As a result of the Committee's decision, states are now obligated to freeze the assets of listed entities and individuals, prevent these individuals from traveling internationally, and ban the transfer of the specified goods to or from the DPRK. ¶3. (SBU) The Committee agreed also to continue work to identify subsidiaries of designated entities. (NOTE: Subsidiaries of the designated are already covered by the scope of the assets freeze, yet the Committee may also choose to designate them explicitly. END NOTE). The Committee also agreed to continue work on identifying additional technical goods related to sensitive dual-use items, nuclear, and ballistic missile-related technology. These commitments -- both expressed in writing -- were largely due to Russian and Chinese requests for more time to study the highly-technical proposals. (NOTE: The Committee has a standing mandate to make new sanctions designations at any time. END NOTE). ¶4. (SBU) During Committee discussion, all Committee members vocally supported the package, with many thanking the United States for its role in preparing the final decision document on which consensus was found. The French representative highlighted the commitment on the part of the Committee to continue work on an "expedited basis" to designate additional materials or items that are used in DPRK's nuclear, ballistic, and WMD program. Chinese and Russian delegates also confirmed orally their willingness to continue working on subsidiaries and a new set of designations of goods. USUN Sanctions Unit chief praised the robust package, which he said illustrated the Security Council's commitment to fully implement resolution 1874. ¶5. (SBU) Following the formal meeting, the Committee's chair (Turkish Charge d'Affaires Fazli Coman) announced the decision to the press. Reading from the Committee-agreed talking points, he characterized the outcome as a "positive result" that demonstrated "unity and resolve on this critical issue of international peace and security." The chair also sent a formal report of the Committee's action to the President of the Security Council. The Committee will also approve a Note Verbale to all UN Member States informing them of the decision. ¶6. (SBU) With the Committee having successfully accomplished these designations, its attention will now shift to implementing its newly-adopted Program of Work (reftel). The Committee will also focus on establishing the seven-member UN Panel of Experts (POE),which has a mandate from resolution 1874 to assist the Committee in monitoring and improving sanctions implementation. The Committee, which has already held preliminary discussions on the POE, will be asked in the coming weeks to approve a slate of candidates prepared by the UN Secretariat. ¶7.
