(SBU) SUMMARY: On May 13, the chair of the Security Council's Democratic People's Republic of Korea (DPRK) Sanctions Committee ("1718 Committee") briefed the Council about the Committee's activities over the last ninety days. He noted its recent designation of entities and goods in response to a request from the Security Council after the DPRK missile launch on April 5. Japan commended the Council and Committee for its efforts to respond to the launch and urged full implementation of resolution 1718. Amb. Wolff said the Council's April action demonstrated international unity and that the DPRK should live up to its international obligations and return to the Six-Party Talks. UK and France also commended the Council's efforts in April, urged full implementation of sanctions and warned against yielding to DPRK threats. Russia called the Council's response "legitimate and balanced" and regretted that the DPRK had withdrawn from the Six-Party Talks. END SUMMARY. ¶2. (SBU) Turkish Perm Rep Ilkin, chair of the DPRK Sanctions Committee ("1718 Committee") briefed the Security Council on May 13 about the Committee's efforts over the last ninety days. In this report, which was delivered in closed consultations, he noted that the Security Council agreed on April 13 to "adjust the measures" imposed on the DPRK in resolution 1718 through the designation of entities and goods. (NOTE: This action was in response to the April 5 missile launch by the DPRK. Ilkin explained that the Committee had indeed designated three entities and determined that a lengthy list of technical goods should be banned for transfer to/from the DPRK. He told the Council that the Committee "stands ready to facilitate the implementation of these measures." ¶3. (SBU) Japanese Perm Rep Takasu commended the Committee for its efforts and said all Member States should implement resolution 1718 fully. Noting the DPRK's "strong reaction" to the Committee's decisions, he underscored the need to call on the DPRK to return to the Six-Party Talks and refrain from provocative action. Amb. Wolff said the Council's consensus actions demonstrated international unity and would help ensure the DPRK will respect the limits the Council has placed on the DPRK's nuclear and missile technology programs. He called the missile launch a serious violation of the DPRK's international obligations. Wolff added that the United States urges the DPRK to live up to its international obligations and return to the Six-Party Talks without precondition. ¶4. (SBU) UK Perm Rep Sawyers called the Committee's actions a "credible and proportionate" response to the DPRK launch. He urged the Council to stand ready to respond to any future provocative act by the DPRK. French Perm Rep Ripert said he appreciated the flexibility that some Council members showed during the April discussion on the DPRK. He observed that the Security Council had acted in a "firm and balanced way," adding that inaction would have undermined the whole architecture of non-proliferation. Ripert emphasized the need to implement sanctions fully and not to yield to DPRK threats. ¶5. (SBU) Russian Perm Rep Churkin said that the Security Council had acted in a "constructive way" in response to the DPRK launch. He said that Russia regrets that Pyongyang responded to this "legitimate and balanced" action by withdrawing from the Six-Party Talks.
