(C) SUMMARY: The UN Mission of India shared with USUN a list of individuals whom India intends to propose for designation to the 1267 Committee (al-Qaeda/Taliban sanctions). These individuals are reportedly linked to the Lashkar-e-Taiba terrorist group and the November 2008 Mumbai attacks. USUN has urged the Indian mission to consult closely with the United States so as to avoid uncoordinated approaches to the Committee. END SUMMARY. ¶2. (C) On March 10, the UN Mission of India shared a list of three individuals (see para 4) whom India intends to propose for designation to the 1267 Committee (al-Qaeda/Taliban sanctions). Vikram Doraiswami, the Indian mission official who covers these issues, noted that the three individuals are all linked to the Lashkar-e-Taiba (LeT) terrorist group and therefore tied to the November 2008 attacks in Mumbai. The Indians sought prior coordination with the United States, Doraiswami said, to avoid the problems that previous LeT-related designations have encountered in the Committee. (NOTE: China, at the request of Pakistan, previously blocked a number of LeT-related designations; only intensive pressure in the wake of the Mumbai attacks led to Pakistan and China relenting. END NOTE.) He added that India has already been consulting with other members of the Committee and wishes to move forward immediately. Doraiswami also claimed that India has already prepared detailed statements of case with adequate identifying information for these proposed designations. ¶3. (C) USUN noted that the United States shares the goal of designating more individuals tied to the Mumbai attacks. USUN recommended, however, that India and the United States consult carefully on next steps so as to avoid uncoordinated approaches to the Committee. Doraiswami acknowledged that prior capital-to-capital coordination is needed and said he would tell New Delhi to hold off proposing these designations "for at least day or two" until Washington has a chance to review this information. ¶4. (C) The Indian mission shared this informal non-paper with USUN to explain their proposal: We intend to seek the inclusion of three individuals in the Consolidated List maintained by the Security Council Committee established pursuant to resolution 1267 (1999),on the basis of their activities and linkages with the Al Qaeda and the Taliban. These individuals are as follows: -- Masood Azhar (Mohammad Masood Azhar Alvi): Chief of the Jaish-i-Mohammad terrorist entity. The JiM is already on the Consolidated List under QE.J.19.01, since October 2001. -- Azam Cheema: A senior functionary of the terrorist group, Lashkar-e-Tayyaba, which is an entity on the Consolidated List since May 2, 2005. -- Abdur Rahman Makki: Is a senior leader of the Jamaat-ud-Dawa, an entity included on the Consolidated List as of December 2008.
