1. In a February 24 meeting between Ambassador Rice and
Jamaican Ambassador to the UN Raymond Wolfe, Wolfe briefed
Ambassador Rice on initial fundraising for a "Permanent
Memorial at the United Nations in Honor of the Victims of
Slavery and the Trans-Atlantic Slave Trade." Wolfe noted
that while planning and design for the monument had not
commenced, the CARICOM countries were already contributing to
a stand-alone fund for the memorial. In addition, Wolfe said
that the UK and Netherlands had pledged a total of 300,000
USD toward the project.
2. Ambassador Rice urged Wolfe to further advance the design
and conceptual details of the project and suggested
broadening fundraising to include the US private sector.
Noting that Jamaica and the US are "natural partners," she
urged increased cooperation between the US and Jamaica on
human rights and other issues of common interest at the
United Nations. In response to a query on whether Jamaica
would support the US candidate for the UN Appeals Tribunal,
Wolfe noted that the US candidate, Judge Mark Painter, is
among a list of recommended candidates forwarded from the
Jamaican mission to the Jamaican Foreign Ministry.
