SUBJECT: UN/DPRK SANCTIONS: 1718 SANCTIONS COMMITTEE REPORT
TO THE SECURITY COUNCIL
1. SUMMARY: On February 12, following a routine briefing of
the 1718 Democratic People,s Republic of Korea (DPRK)
Sanctions Committee (an essentially inactive committee),the
Russian delegation highlighted the Six Party Talks as a means
by which to continue diplomatic negotiations on North Korean
denuclearization. No other delegation spoke. END SUMMARY.
2. On February 12, the Chair of the 1718 DPRK Sanctions
Committee, Turkish Permanent Representative Ambassador Baki
Ilkin, briefed the Council on the activities of the 1718
Committee over the last ninety days. Ilkin explained that
since October 3 no relevant information for the
implementation of the Committee's mandate was brought to its
attention and noted that the Committee had received replies
from 73 countries and one organization (European Union) about
their implementation of UNSCR 1718. (NOTE: This Committee has
been essentially inactive, as the focus of DPRK diplomacy has
been in the Six Party Process. END NOTE.)
3. The Russian delegate praised the work of the 1718
Committee and noted his pleasure with DPRK's compliance under
1718. He said he wanted to take the opportunity to inform the
Council of the work of the Six Party Talks to implement a
diplomatic settlement with North Korea regarding its nuclear
program. He noted that Russia wanted to recognize the
progress of the Six Party Talks last December and reiterated
that it was important to continue to work through the Six
Party negotiations to bring peaceful denuclearization to
North East Asia. No other delegation spoke.
