(U) SUMMARY: The Fifth Committee held elections on November 6 for appointments to several subsidiary bodies. Lucretia Myers of the UNITED States won re-election to the International Civil Service Commission for a four year term (2010-2013). Along with Myers, candidates from Italy and Germany defeated the candidate from Greece to fill remaining vacancies. U.S. candidate Lisa P. Scott and others were appointed to fill vacancies with the Committee on Contributions. Croatia, Botswana, Jamaica, Jordan, and Nigeria beat out Eritrea, Haiti, Poland and Iran to fill upcoming vacancies with the ACABQ. Appointments were also made to fill vacancies with the Investments Committee and the Board of Auditors. END SUMMARY. ¶2. (U) U.S. CANDIDATE LUCRETIA MEYERS WINS SEAT ON INTERNATIONAL CIVIL SERVICE COMMISSION: Elections were held to fill five vacancies for four-year terms (2010-2013) with the International Civil Service Commission. In the Western European and Other group, four candidates ran for three vacancies. In secret balloting, 190 valid ballots were received with 2 abstentions. Gian Luigi Valenza of Italy received 155 votes, Lucretia Myers of the U.S. 148, Wolfgang Stockl of Germany 145, and Spyridon Flogaitis Greece 95. Minoru Endo of Japan and Gilberto Paranhos Velloso of Brazil were also appointed to the Commission, both running uncontested in their respective regional groups. Following the vote, Wolfgang Stockl of Germany was recommended by acclamation to the post of Vice-Chairman of the Commission. ¶3. (U) U.S. CANDIDATE LISA P. SCOTT ELECTED TO COMMITTEE ON CONTRIBUTIONS: The U.S. and six other countries had their candidates elected to the Committee on Contributions for three year terms (2010-2012). No vote was taken as the number of candidates was equal to the number of vacancies. Elected were Lisa P. Scott of the UNITED States, Andrzej T. Abraszewski of Poland, Elmi Ahmed Dualeh of Somalia, Ihor V Humenny of Ukraine, Meshal al Mansour of Kuwait, and Shigeki Sumi of Japan. ¶4. (U) ADVISORY COMMITTEE ON ADMINISTRATIVE AND BUDGETARY QUESTIONS (ACABQ): Elections were held to fill five vacancies with the ACABQ for three year terms (2010-2012). Elections were held by secret ballot since there were a total of nine candidates to fill five spots. In the Asian States group, 189 valid ballots were cast with two abstentions: Jordan received 124 votes and Iran 57. In the Eastern European States group, 189 valid ballots were cast with five abstentions. The candidate from Croatia received 110 votes and Poland 74. In the African States Group, 189 valid ballots were cast with three abstentions: Nigeria received 153 votes, Botswana 150, and Eritrea 54. In the Latin American and Caribbean Group, 189 votes were cast, with two abstentions: Jamaica received 109 votes and Haiti 78. In concordance with the vote, the Fifth Committee Chair recommended the appointment/reappointment of Jasminka Dinic of Croatia, Collen V. Kelapile of Botswana, Stafford Neil of Jamaica, Mohammad Mustada Tal of Jordan, and Nony Udo of Nigeria. ¶5. (U) THE INVESTMENTS COMMITTEE: Elections were held to fill two three-year terms (2010-2011) with the Investments Committee. No vote was taken as there were two candidates for two positions, Emilio J. Cadena of Argentina and Linah K. Moholo of Botswana both winning seats. Fernando Chico Pardo of Mexico won an uncontested election for a one-year term (2010) with the Committee. Uncontested elections also took place for two one-year term (2010) vacancies for ad hoc members of the Investments Committee. Simon Jiang of China and Ivan Pictet of Switzerland were recommended for appointment to these vacancies. ¶6. (U) THE BOARD OF AUDITORS: A single six-year (2010-2015) vacancy with the Board of Auditors will be filled by the Comptroller and Auditor General of the National Audit Office of the UNITED Kingdom.
