(SBU) Post previously submitted a vetting request for Afghan participants in the NATO-Russia Counter-narcotics training to be held in Russia March 10-25, 2009. (reftel) Post has received further identifying information on the participants which we are providing in this message. ¶3. (SBU) ACTION REQUEST: Post requests the appropriate vetting be conducted on the proposed list of participants in paragraph 4 pursuant to the Leahy Amendment. No U.S. trainers will participate, but the U.S. funds the program. Post further requests this vetting be expedited. ¶4. (SBU) The following is the updated list of proposed Afghan participants: ¶A.
