1. (U) This is an action request. Please see paragraph 3.
2. (SBU) Russian Ambassador Dmitri Rogozin has requested a
meeting with Ambassador Volker on January 30. The Russian
mission to NATO tells us that Rogozin wants to quickly build
upon the positive spirit of the January 26 NATO-Russia
Council (NRC) informal meeting to advance NRC re-engagement.
In past meetings, the frenetic Rogozin has attempted to raise
the full range of security issues.
3. (SBU) Post requests guidance for the Ambassador's
January 30 meeting. While the Ambassador will draw from the
guidance provided for the January 26 NRC informal
ambassadorial meeting, we seek any additional input/guidance
on what Washington would like Ambassador Volker to discuss
privately with Rogozin. Possible topics include:
-- Resumption of NRC military cooperation;
-- NATO-Russia cooperation on Afghanistan, including supply
issues;
-- Russian diplomatic and economic pressure on Kyrgyzstan to
not renew the Manas Air Base;
-- Potential cooperation on piracy;
-- Russian plan for a naval base in Abkhazia;
-- Deployment (or not) of Iskunder missiles in Kaliningrad;
-- Full access for OSCE monitors to South Ossetia and
Abkhazia;
-- Energy security;
-- Possible cooperation on Arctic issues in the NRC;
-- NRC cooperative airspace initiative.
In addition, we anticipate that Rogozin will press us to
return to "business-as-usual" in the NRC.
4. (S/NF) Post recommends that we not directly discuss the
pace of the NRC re-engagement with Russia as this should be a
discussion pre-coordinated with Allies before engaging
Russia. At the same time, we would like to use the meeting to
let Rogozin know that we continue to support the "measured
and phased" approach at the December 2 Foreign Ministerial
decision, based on actual cooperation on relevant issues,
such as those noted above.
