1. (C) On April 29, POLOFF shared reftel points with EU
presidency, Council Secretariat, and Commission officials
responsible for relations with Sri Lanka. While IMF
representation is a member state competency, the EU Council
Secretariat has asked member states to communicate their
position on Sri Lanka's IMF loan to the EU's Asia working
group (COASI). The Council Secretariat Desk Officer for Sri
Lanka told POLOFF that he would keep USEU posted on
developments. He noted that there are differences in some EU
member states between the Finance and Foreign Ministries
regarding political conditionality for IMF loans.
