Ferrero-Waldner raised the case of Gao Zhisheng directly with
Chinese Foreign Minister Yang Jiechi on March 30, at our
request (REF B). European Commission Director for China
Michalis Rokas, of DG RELEX, told us on April 21 that
Ferrero-Waldner received no substantive response, and that FM
Yang acted as if individual cases like this one were beneath
him. Rokas is hopeful that the Chinese will respond at the
next EU-China Human Rights Dialogue, tentatively scheduled
for May 14. An EU-China summit is scheduled to take place in
Prague on May 20.
