verification and security policy coordination (a deputy to
EXPO chief Cserveny) to convey information in ref (A) and
elaborate on post's initial notification to IAEA, reported
ref (B). Mission drew on ref (A) para 4 talking points and
left behind the legal non-paper (ref A para 5). Rauf said
IAEA appreciated USG's public emphasis on the diverse and
global nature of the network. He noted Ambassador Schulte's
early phone call to DG ElBaradei and reaffirmed that IAEA
welcomed the action. (Note: ElBaradei had called the
