1. (SBU) Ambassador Baatar, Director of the International
Organizations Department of the Ministry of Foreign Affairs and
Trade (MFAT),stated that countries should not be singled out in the
UNGA for Human Rights abuses. Rather, he argued, the Third
Committee session is a forum for discussing thematic issues. The
Human Rights Council, he argued, is the appropriate place for
resolutions concerning particular countries. Nonetheless he stated
this guideline was not binding upon the delegation, and that they
would consider resolutions case-by-case.


2. (SBU) Regarding the Defamation of Religions resolution, Baatar
echoed the sponsors' concern for offensive speech and its ability to
provoke conflict. Nonetheless, he stated his government had not yet
taken a position on the matter.


3. (SBU) Finally, Baatar voiced preliminary support for the
Elimination of Discrimination Against Women resolution, and promised
to examine the draft.
