1. (C) Charge delivered the points conveyed reftel to Mahmoud
Khemiri, Chief of Staff to Foreign Minister Abdallah, during
a November 30 meeting. The Charge
underlined the U.S. view that Israel's settlement moratorium
represented a positive development.
2. (C) Khemiri offered little in the way of a substantive
response, but observed that President Abbas has expressed his
dissatisfaction with Israel's moratorium. Charge emphasized
the U.S. view that negotiations between the parties should
resume as soon as possible rather than waiting for an "ideal
time" which may never come.
