(U) This cable contains an action request. Please see para 4. ¶2. (SBU) Econoff, with Dutch First Secretary (Political) Onny Jalink and Russian Second Secretary (Political) Andrey Savinov, delivered the demarche contained in ref to Ministry of Foreign Affairs (MOFA) Deputy Director for International Nuclear Energy Cooperation Shoichi Nagayoshi April 20. Nagayoshi had no comments on the issue of speaking roles for GOJ officials at the 2009 Global Initiative (GI) Plenary Meeting, but said Japan likely will send a director general (A/S equivalent) for the first day's meetings, and a director-level official for the second day of working groups. He requested information on who would attend from the U.S. ¶3. (SBU) Regarding upcoming GI events, Nagayoshi noted Foreign Minister Nakasone's speech planned for April 27 will address disarmament, non-proliferation, and the peaceful use of nuclear energy. The speech, Nagayoshi continued, will contain proposals for future actions, including a seminar or workshop that MOFA hopes can take place under the umbrella of the GI. He provided no further specifics, but post will follow up with MOFA after Nakasone's speech. ¶4.
