(S) Shishikura had no specific information on the transaction, but said Japan's catch-all controls cover such diesel generators. As a result, METI could require Mitsubishi Heavy Industries to apply for an export license if it suspected the item would be used for proliferation-related activities. Shishikura said METI's efforts would be most effective if it could contact Mitsubishi Heavy Industries about the transaction and asked if he could share information in the non-paper with the firm. ¶3.
