1. (S) Emboffs delivered talking points and non-paper
contained in ref to Ministry of Economy, Trade and Industry
(METI) officials Takao Shishikura, Director, Office of
International Affairs for Security Export Control, and
Atsushi Tanizawa, Deputy Director, Security Export Control
Policy Division, Trade Control Department April 20.
2. (S) Shishikura had no specific information on the
transaction, but said Japan's catch-all controls cover such
diesel generators. As a result, METI could require
Mitsubishi Heavy Industries to apply for an export license if
it suspected the item would be used for proliferation-related
activities. Shishikura said METI's efforts would be most
effective if it could contact Mitsubishi Heavy Industries
about the transaction and asked if he could share information
in the non-paper with the firm.
3. (S) ACTION REQUEST: Please advise whether METI is
authorized to share the information in reftel talking points
with Mitsubishi Heavy Industries.
