1. LEAD STORIES: Top stories on Thursday morning included remarks on
Wednesday by an IAEA spokesperson that IAEA inspectors were expelled
from Yongbyon, North Korea, on Wednesday.


2. "Remaining 'Cold War' Structure Should Be Dismantled" The liberal
Tokyo Shimbun editorialized (4/16): "The U.S. administration
announced partial relaxation of its sanctions on Cuba. The move
offered a good opportunity for President Obama, who described his
ideals for a new era during his recent tour of Europe, to show a
good example of dismantling the Cold War structure, which has lasted
for half a century in the backyard of the U.S... We hope the move
will be the initial step toward dismantling the Cold War structure
that remains over the Straits of Florida."


3. "President Obama to Kick Off 'Recovery' Trip to Latin America"
The moderate Yomiuri wrote from Washington (4/16): "President Obama
will make a four-day trip to Mexico, Trinidad, and Tobago starting
today. This is his first visit to Latin America as president. He
will attend an Organization of American States (OAS) summit, in
which 34 nations in the region will take part. The focus will be on
whether he can restore the U.S. relations with Latin American
nations that were cooled under the Bush administration."
