LEAGUE SUMMIT, AND U.S.-RUSSIA SUMMIT
1. LEAD STORIES: Top stories on Tuesday morning
included President Obama's call for GM and Chrysler to
rework their restructuring plans.
2. "'Smart Diplomacy' to Be Tested" The liberal Tokyo
Shimbun editorialized (3/31): "In contrast to former
President Bush's single-note focus on military
operations, President Obama's new Afghan strategy
represents a big policy turnaround in that the U.S.
leader considers nation-building the most effective
tool in the war on terrorism.... While committing an
additional deployment of U.S. troops, the new strategy
concurrently calls for various approaches, including
the use of economic, cultural, and diplomatic resources
and civilian assistance. This is what the Obama
administration terms 'smart power' strategy and it will
be tested in Afghanistan."
3. "Reconciliation Not Easy among Arab Countries" On
Monday's start of the Arab League summit in Doha, the
top-circulation, moderate Yomiuri wrote (3/31): "The
summit was expected to become a venue for playing up
reconciliation between the pro-U.S. moderate camp led
by Egypt and Saudi Arabia and the pro-Iran bloc led by
Syria and Qatar. However, the 11th-hour decision by
Egypt to abstain from the meeting highlighted a sharp
schism between the two sides."
4. "Thaw between Moscow and Washington" On the planned
summit between President Obama and his Russian
counterpart Medvedev in London, the liberal Asahi
reported (3/31): "The summit is expected to demonstrate
a thaw between the two superpowers, who went through
uneasy ties under the former Bush administration over
such issues as NATO's eastward expansion and missile
defense deployment in Eastern Europe.... Washington
hopes that Moscow will become more willing to join an
international effort to dissuade Iran from proceeding
further with its nuclear development efforts."
