(SBU) Econoff delivered demarche points contained in ref to Ministry of Foreign Affairs (MOFA) Nonproliferation, Science, and Nuclear Energy Division Deputy Director Naoto Ito and Special Assistant for Nuclear Issues Toshio Kaneko January 7. MOFA officials said they were aware of the President's signing of the instruments of ratification, and welcomed the USG's points. Similarly, DOE Attache delivered ref points to officials in the Ministry of Education, Culture, Sports, Science and Technology (MEXT)'s Office of Safeguards. ¶3. (SBU) MOFA officials opined that the U.S. Additional Protocol text differs significantly from the Model Additional Protocol text and requested information on the differences. Econoff noted the text reflects U.S. status as a nuclear weapons state and the National Security Exclusion to which our Additional Protocol is subject. MOFA officials acknowledged this, but requested a copy of the U.S. Additional Protocol text for their review. ¶4. (SBU) Action Request: Please provide a copy of the Additional Protocol for use by Econoffs and DOE Attache in dealing with MOFA and other interested GOJ contacts, as well as any available talking points on the differences between the U.S. Additional Protocol and the Model text. Post understands that an interagency delegation is coming to Tokyo in February for Safeguards Policy Bilaterals; request that this delegation consider offering a briefing to MOFA and other interested Japanese officials on the subject of the U.S. Additional Protocol.
