1. LEAD STORIES: Most Thursday morning papers gave top play to
Wednesday's meeting between key cabinet ministers and DPJ senior
officials, during which the DPJ submitted to the GOJ a set of
requests for the fiscal 2010 budget.
2. "Do Not Give Up On New Protocol That Includes U.S. and China" The
business-oriented Nikkei editorialized (12/17): "Negotiations to
form a new international framework to prevent global warming have
run into difficulties at the COP15 meeting in Copenhagen. Developed
nations, including Japan and European countries, have been looking
for a new protocol to serve as a successor to the Kyoto Protocol
that includes nations such as the U.S., China, and India. However,
emerging and developing nations have been insisting on the extension
of the Kyoto accord.... We hope that Japan and other developed
nations will not give up on establishing a new agreement but instead
will persist with negotiations. Based on the principle of 'common
but differentiated responsibilities,' which has been agreed upon by
the international community, it is necessary to obligate all of the
developed nations to reduce their greenhouse gas emissions and call
on emerging nations to make efforts to cut their emissions under the
same agreement."
