1. (C) Deputy Financial Attache delivered reftel points to
Ministry of Finance (MOF) International Bureau Legal Research
Office Deputy Director Junji Kuyama, Special Officer for
Research on Foreign Exchange Transactions Wataru Kikuchi, and
Section Chief Yuka Kunisato on Novmeber 18. In addition,
Poloff delivered reftel points to Ministry of Foreign Affairs
(MOFA) International Counterterrorism Cooperation Division
Deputy Director Miyako Ishimura, and to Junichi Sumi,
Assistant Director, Head of Iran Desk. Emboffs emphasized
the importance of the ban against First East Export Bank
(FEEB) and Bank Mellat chairman Ali Divandari.
2. (C) Kuyama and Kikuchi stated that on November 6 they
checked with all the major Japanese banks that have
international dealings, and as far as they are aware, no
Japanese banks have dealings with FEEB or Bank Mellat. In
addition, the banks agreed to add FEEB and Ali Divandari to
their screening lists to prevent any possible future dealings
with them.
