1. (C) On November 17, Embassy POLOFF delivered reftel
demarche on U.S. priorities for the new Afghan government to
MOFA Second Middle East Principal Deputy Director Yukiya
Hamamoto. Hamamoto expressed appreciation for the
information and pledged to share the points with the Japanese
Embassy in Kabul, which will provide them to the Japanese
delegation to the Karzai inauguration. Hamamoto agreed that
it was essential that the international community speak with
one voice in pressing the new Afghan government to follow
through on its reform commitments.
2. (S) Hamamoto said that MOFA State Secretary for Foreign
Affairs Tetsuya Fukuyama, a Democratic Party of Japan (DPJ)
Diet Upper House member, would lead the GOJ delegation to the
inauguration. However, the GOJ is not announcing Fukuyama's
travel for security reasons. MOFA's two State Secretaries
for Foreign Affairs are the ministry's senior political
positions below the Foreign Minister.
