(C) Embassy Political Officer delivered Reftel demarche to
MOFA Human Rights and Humanitarian Affairs Division Deputy
Director Seitoku Kawakami. Kawakami stated that Japan felt
the present draft resolution was much more balanced then the
one that was presented at the HRC. As a result Japan is
still "contemplating and scrutinizing the wording" of the
draft document. According to Kawakami, Japan is particularly
interested in the actions of the U.K. and France (which voted
by being not present when the issue was considered at the
HRC). He said a vote to abstain by Japan was still the most
likely outcome, but another possibility would be to accept
the resolution with qualifications and/or objections to
specific sections.
