1. LEAD STORIES: Top stories on Tuesday morning included Prime
Minister Hatoyama's first key policy speeches in both chambers of
the Diet on Monday.
2. "Palestinian Reconciliation Hits Snag" The liberal Asahi wrote
from Jerusalem (10/27): "Reconciliation talks between the two
conflicting Palestinian entities of Fatah and Hamas faltered, as
Hamas refused to respond to mediation efforts by Egypt before the
envisaged deadline of October 26. Hamas has reacted strongly to the
announcement by Fatah faction head President Abbas on holding
Palestinian Authority elections in January. With the schism between
the two camps running deep, the Palestinians are confronted with the
risk of the separation between the West Bank and Gaza becoming
permanent."
3. "North Korea on Dialogue Offensive" On the ROK government's
decision to extend food aid to North Korea, Seoul correspondent for
the conservative Sankei stated (10/27): "Following the recent start
of U.S.-DPRK dialogue aimed at resuming bilateral negotiations,
North Korea appears to be hopeful about launching full-fledged
dialogue with South Korea. As North Korea is trying to improve ties
with the U.S. and South Korea through various channels, attention is
being paid to the prospects for DPRK-Japan dialogue.... Pyongyang
has begun taking a softer line toward South Korea because of
progress in U.S.-DPRK relations."
